On the 1851 UK Census James was declared as Grandson, whereas on the 1861 UK Census he was declared as Son.
Given the closeness in birth of Charles, it is likely that James was indeed the grandson of John and Ann.
I cannot find James beyond the 1861 UK Census, and there is a good fit to an 1868 death record, so this is presumed correct.
